Transparency

Transparency is a foundation, not a slogan

This page states what we commit to, where we stand legally, and is ready to publish licences, financial reports and activity reports as soon as they exist.

01Commitment to public benefit

Dream Builders Foundation exists for one purpose: to bring fair learning opportunities to disadvantaged children. The project is not run for profit, distributes no benefit to any individual, and all resources serve the published mission.

02Principles for using resources

When the project begins receiving resources (in-kind, time, and in future finances), we will follow these principles:

  • Maximum priority to activities that directly serve children; operating costs are kept minimal and disclosed.
  • Every expense is documented, recorded and auditable.
  • Resources are used for the purpose designated by the contributor.
  • No resources are accepted from unclear sources or with conditions that conflict with our values.
  • Regular publication of resource use on this website.

03Beneficiary selection process

We want support to reach where it is needed most, fairly and respectfully:

  • Work with schools and local authorities to build lists against clear criteria (economic circumstances, learning conditions, disaster impact).
  • Conduct field surveys before deciding, recording but never publishing children's identifying information.
  • Prioritise vulnerable groups: orphans, ethnic-minority children, children with disabilities, girls in areas with high dropout risk.
  • No discrimination on the basis of religion, ethnicity, gender or family background.
  • Provide a feedback channel for communities to comment on selection.

04Device intake and handover process

For the Dream Digital program, the planned process is:

  • Intake: a record of device type, condition and donor.
  • Testing and data wiping: all previous data is securely erased to standard; devices that fail are handled under e-waste regulations.
  • Refurbishment and setup: open-source learning software and child-appropriate content filters.
  • Handover: a signed record with the school, including device IDs, usage and care instructions.
  • Follow-up: scheduled checks and publication of usage status in reports.

05Reporting principles

We commit to publishing an activity report at least once a year, plus a separate report for each pilot. Reports will include unmet targets and the reasons. Impact figures will only be published with a clear source and method; financial reports will be audited once the project is eligible.

06Data protection and privacy

This website currently collects no personal data, uses no tracking cookies and has no data-submitting forms. When the project collects information for its activities (for example, lists of supported students), we will collect the minimum necessary, obtain guardian consent, store it securely and never publish children's identifying information. See the Privacy Policy for details.

07Child safeguarding

Everyone involved in the project — members, volunteers, partners — must follow the Child Safeguarding Policy: no unsupervised one-on-one contact with children, no sharing of children's images without appropriate consent, and immediate reporting of any safety concern. See the Child Safeguarding page for details.

09Plan for a formal governance model

We are researching the legal forms available under Vietnamese regulations for social organisations and funds, with the following intended path:

  • Form a founding group and advisory board with clear roles and responsibilities.
  • Draft a charter, financial regulations and operating rules.
  • Complete the legal-status application under the guidance of the competent authority.
  • Establish an independent governing board and internal oversight.
  • Publish all legal documents on this page upon approval.
